Later versions of gnome-icon-theme (>1.1.4 IMHO) depend on
freedesktop.org's hicolor icon theme, available at

http://freedesktop.org/Software/icon-theme/releases/hicolor-icon-theme-0.4.tar.gz

Make sure you have this one installed.
