DBF required in compressed shapefile

Apparently DBF files are required when loading a shapefile archive.  I got this message when trying to load world_vector_shoreline.zip: "couldn't find world_vector_shoreline.dbf in compressed file world_vector_shoreline.zip".

If you extract it to a folder first, it loads without a problem.  Sounds like the archive code is making unnecessary assumptions.
