Bug #103878 is the culprit.  Some yahoo thought it would be a good idea
to make the PPP package, which does *not* require kernel sources in any
way to compile, to check for CONFIG_PPP and die when it doesn't find it.

My suggestion to you would be to add yourself to the CC on the bug, edit
the ebuild yourself to remove the unnecessary kernel check, and make a
new snapshot.
