3rd Ed Question
Just as a side note, a cat is a pretty weak form. If this is part of a
Shape shifting ability, in other words, completely under the
characters control, then I would consider it a low cost, minor,
power. If on the other hand the character is some kind of
were-creature and is forced to take the shape of a domestic housecat
at times then I would consider this a disadvantage.
GURPS Shapeshifters, p. 19 -- the minimum effective template cost for final
calculations is 0. Thus the basic ability for an alternate form costs 15cp.
