Replace calls of can_unit_move_to_tile_with_notify with
can_unit_move_to_tile if they are only used to test the
possibility. Change signature of can_unit_move_to_tile to be equal to
can_unit_move_to_tile_with_notify. Move
can_unit_move_to_tile_with_notify from unittools.c to unithand.c and
make it static since it is only used by handle_unit_move_request.
