dip 1206 needs a new Russia

Dip game 1206 is trying to wind down with 5 players
left, 4 with the departing Russian.  

As of this writing the count stands at:
Russia - 4 dots, 4 units
Germany 1 dot, 1 unit, french army on that one dot.
England - 3 dots, 3 units
France 14 dots, 14 units.  Poised to pick up at least
one more.

I am  not going to comment more since I do not want to
bias things.  The position is not hopeless and the
right player may even be able to turn this train
around. I've seen worse.
