It doesn't matter who implements it, it's all about distribution. And
not being able to export it from the US (e.g. if I wget it) without
telling the BXA gets really ugly. That's why you need to do a single
export to a foreign server, complete with automated BXA notification,
and then have *everyone* get it from there; everything else is
impractical.
