You have to send a notification to the BXA every time crypto leaves the country - this can be automated, but every time you do a mirror push, you have to let BXA know. And, of course, since you can't ask the mirrors to regulate this, the only practical way is to pulse it out to mirrors and inform the BXA from there, and then have US people grab it from non-US mirrors.
