A new contract between the University of California and Google was made
public via a open-records request: (why these contracts are not
negotiated publicly or made public by default is a question in of itself)

The short version:
Don't plan on programing any search engines for public domain text
scanned at "our" university, without first getting written agreement
from google.(even if its non-commercial) Additionally any University
service or public distribution making these text available will be
branded as "Digitized by Google".
