Synopsis: Implementation of POSIX fuser command

This should probably be implemented in C, as part of fstat(1) instead of
a shell script wrapper around it, which has proven to be too hard to
make robust.
I don't have the time right now to overhaul fstat so that it supports the
traditional fstat output and the fuser output.
