in6.diff for review

The attached patch implements the rest of the conditionalizing to make
<netinet/in.h> conform to POSIX.1-2001.  I didn't rearrange in6.h
like I did with in.h, since I don't want to make it too difficult for
KAME to track our changes.  Comments appreciated.
