The ascent line is not very meaningful. It is something internal to
fontforge and is only exported in a form (OS/2 TypographicAscent) which
is almost totally ignored -- and it's only the default value for
TypoAscent, you can change that.
So my first advice is not to worry about it.

I'm not sure what your complaint is here. Where the accent is placed is
a matter of taste dependent on your font. If you don't like what
fontforge does by default then you can change it with
File->Preferences->Accents

Keep in mind that this is a problem with the particular font you are
looking at and the particular choices the font-designer made, to allow
that character to rise above the top-line. It has nothing to do with
all fonts in general or that character in particular.

Use element->font info->general and change the ascent feature, *but*
make sure the "scale outlines" box is not checked. If you raise that
value higher, the ascent line goes up... You can make it arbitrarily
high if you like, but remember that this essentially makes *all* the
characters take up that much more vertical whitespace.

Thank you, George.
I got this ttf font file from someone else. They might use other tool to
create the font file. That's why I have to change the ascent line.
Anyway I followed Mark's direction, that fixed my problem.
