I have a version which I know is configured with --with-multilayer and
it does read the font and does not complain.

I suspect you have not successfully configured it.
$ ./configure --with-multilayer
$ make clean
$ make


However this is a bitmap PostScript font. You can't really convert it to
TTF. You could create a bitmap only sfnt from it. The pixelsize is too
small for autotrace to do a good job.
