howto build fontforge on cygwin with X?

Hi,
I use fontforge-20060715 build on cygwin
I'm already installed xorg-x11-devel-6.8.99.901-1.tar.bz2 package on cygwin
When i run
/configure --prefix=/home/Administrator --x-includes=/usr/X11R6/include/X11/
--x-libraries=/usr/X11R6/lib/ --with-x --with-freetype-bytecode 
--with-multilayer
--with-devicetables
I get message like this
    *******************************************************************
    * This version of fontforge will only run scripts. No X libraries *
    * were found so there is NO user interface!!!!! If you want a UI  *
    * try installing X11 on your system.                              *
    *******************************************************************
What 's wrong with i build?
