The Gov will probably start issuing concessionare cards for people
receiving benefits. They'll argue that it is to help the poor to obtain
help. open accounts, etc.
Obviously the cards will need to have fingerprints, iris scans, dna
sequencing, credit history, medical records etc. on them, so that they can
be used for all types of pilfering and pillaging.
Loot recepients will obviously comply, because without the card they can't
get benefits.

Then insurance companies and banks will "discover" how much "easier" these
cards make their task, and will sign up for the programme, expecting all
their other clients to obtain cards for themselves.

"You see, the Gov never forced ID on anyone. 'twas the banks and insurance
companies"...

It is by the way the favorite way of Govs to 'create a problem' and then
have 'someone smart' come up with a 'solution' that amounts to what they
wanted to achieve in the first place - everyone being IDd.

On a related item, in Malaysia they introduced smart card IDs a few years
ago and the deadline for everyone to obtain theirs was 31 December 2005.
Apart from ID, the card works as electronic purse (but no of the merchants
support the format) ATM card (ditto), speedier border crossing (that seems
to work) and even for toll roads (if funded).

Apparently over 2,000,000 cards haven't been picked up yet and the
deadline is being extended - just as the Supreme Court found that carrying
that card instead of the old ID can't be mandated as it is not in line
with the constitution.
Seems that the SC decided that while law requires nationals to carry ID at
all times, it doesn't explicitly state that they have to carry smart cards
and thus having an old ID suffices.

Sad, innit? ;o)
