Multi-lingual naming

I have a need for multi-lingual naming.

case 1) Users can see files or directories in their
native language.

case 2) Users see different files or directories based
on their native language.


Can you give me a few points how to do this with
reiserfs4. Perhaps using hidden directories, and
context based links?

If I can not support multi-lingual naming then I will
be "forced" to hide my application inside a database
which can support multiple languages simultaneously.
