addition to debian policy compliant packaging there are lots of other
projects that might make use of the debian package related stuff.

As it is anyway not included in the distribution tarball i don´t think
that it should be deleted from the version control repo - in case it
would be deleted, I´d reap out other ´dead´ code too like the openscd
code.

no objection against removing (in the svn sense) of openscd (but you
should perhaps ask the list in a separate thread)
