You've kinda got it backwards. The PWD (PartnerWorld for Developers) program
distributes the AD/CD (Application Development CD, I believe) package to its
members. The PC Server S/390 was the platform that PWD members could get
from IBM at reduced cost to run the AD/CD software on. It's also known as a
P/390. When IBM quit selling the P/390 (and R/390, as well, which is a P/390
board in an RS/6000), they had to do something, and that's where Flex-ES
comes in.

It is my understanding that reverse engineering for compatibility purposes
is explicitly legal in many (perhaps all) countries of the European Union.
