Interesting that you mentioned reverse engineering... I am not sure what the
current status is of this in the US but I do remember watching a program a few
years back about how competitor chips for Intel were copied/designed. They had
one group analyze the new Intel chip and create a document of the
specifications of the chip (something along the lines of input A gives output
A1 in over simplified terms). Then this document is passed on to another group
that designed their version of the chip based only on this document and their
existing knowledge. I got the impression, from the program, that this practice
was legal as long as the only contact between the two groups was the design
document. I'll have to go back and check the other link about Hitachi, but I
believed that it implied that ths practice was legal also, where they went
wrong was obtaining IBM internal only design documents rather than waiting for
the new IBM model to become available for purchase.

If someone knows how to track this program down, it was some special on the
history of computers and I believe I saw it on The Learning Channel or the
Discovery Channel.
