For instance - my current belief is that the majority of 'new site licenses' for MVS (z/OS) are non-production - ISVs and increasingly training outfits. This clientele is well catered for via PWD, which currently mandates Flex-ES linked to the purchase of a 'new' IBM processor product. You want to play in this space? No one can stop you - you just have to meet the requirements. Contrary to what everyone seems to beliebe, I have no power of veto over IBM's licensing policies.
