I think this represents the past rather than the future.

There certainly was one individual with a valid license, but he's 
been quiet for a while.

The AD/CD is not available under Hercules (or UMX, for that matter) 
as it quite clearly states on IBM's web page.

I also recently heard of: "IBM has taken a business decision not to 
license its commercial software on this platform."
