You may find that gcc/make etc. are unacceptably slow, though
I would think editing would be ok. Perl is an interpreter,
so would also run slowly.

Assuming your student is windows-PC based, have you considered the
alternative of using Cygwin? This provides a POSIX development
environment on top of Windows, without any emulation, and includes
all the tools you mention, and many more (and Ada/GNAT too).
