pentium 5 MHz

Hello,

Can you explain me why bochs cannot emulate better than a pentium 5 or
7 MHz?
When I put 
ips=5000000
bochs uses at least 92% of the CPU, and when I put something like 100
millions of instructions per second, bochs is even slower because it
uses all the CPU?
Why is that?
