xtide.el v.4 -- view tide times from XTide

This is a new version of my tide times viewer.  The changes from past
posting are mostly incremental.  The latest feeping creature is C-u d
in the location bufer to sort by distance from your calendar-latitude
/ longitude, as a way to find places near home.
