Problem with planner-create-note

I am using the tla version of muse and planner. There seem to be a
problem with planner-create-note when "Notes" is not the last section on
a page. What happens is that if the "Notes" section is empty,
planner-create notes will try to convert the header of the next section
to a note. If there is a note in the "Notes" section, everything works
as expected.
