Support for Muse self-nested tag support checked in

Muse recently gained the ability to recognize nested tags of the same
type during publishing and coloring of the buffer.  Unfortunately,
this requires a change to the structure of
planner-publish-markup-tags, and several other places in Planner.
I've checked in some changes to Planner that should make this work,
but also preserve backwards compatibility with Muse 3.02.8.
