  I think it is instead 3/.  If I remember correctly the
time I investigated the nXML internals, rng-match-state is
not associated to a buffer.  It is associated to a
processing, to a function being evaluated.  Make it global
is only a convenient way to share it between all functions,
but between two top-level invocations of such functions,
the state is not meaningful anymore.

  I think the state can be cached into text properties, but
it is not a property of a buffer itself.  So no need to have
it buffer-local.  The only way to be sure on this designed
should be to ask James...
