would be an added luxury, but perhaps ideally should be switchable off? 
with a complex schema like
the TEI, if you added <TEI>, you'd spend really quite a long time in a 
complex
set of menus which would keep on asking you to decide on something. 
Sometimes
that would be what you want, but sometimes the crude skeleton which Patrick
outlines would be closer.
