Locating schemas and using catalogs

I got dropped off the list for some reason just before this thread
started, so I'm just starting to review the schema location work you
posted.

In fact, the XML Catalogs format allows extensions, so if the locating
rules schema was able to accept an XML Catalog, they would be easy to
combine.

I haven't tried building a locating rules file yet, but I think it's
very likely I will want to combine them. I can certainly imagine cases
where I would want a locating rules file that wasn't a catalog, but it
seems likely that some of the rules will fit naturally into the catalog.
