The following search command brought up at least one culprit:

grep 'elisp/Error-Debugging.htm' /Applications/Aquamacs/Aquamacs\ Emacs.app/Contents/Resources/Aquamacs\ -\ Emacs\ Manual/*

/Applications/Aquamacs Emacs.app/Contents/Resources/Aquamacs - Emacs Manual/Initial-Options.html:See <a href="../elisp/Error- Debugging.html#Error-Debugging">Entering the Debugger on an Error (The GNU Emacs Lisp Reference Manual)</a>.

I am sure I ran across the "elisp" directory problem at least twice in the manual.
