Switching "Option Key as Meta" off doesn't make Command work as Meta.

Sure. You're not supposed to edit that file manually. I think there's  
a message at the top of the file.
Use Preferences.el for manual preferences. See also the manual and  
the FAQ.

In Preferences.el:

(setq mac-command-modifier 'meta)
