This is probably the radical approach – why not use a hook when  
saving a file in bibtex-mode that changes all 8 bit characters to  
their BibTeX compatible macros? The hook would be a series of replace- 
string and case-replace and case-fold-search would both be set to non- 
nil ...

Or just write the function and invoke it when needed by hand ...

A bibtex-mode hook could also remap the key bindings ...
