is that directory part of your load-path?  Try putting
(setq load-path (cons "~/Library/Preferences/Emacs" load-path))
at the top of your .emacs.

(as an aside, that's not where i'd put the file in the first
place---i'd make a directory "~/.emacs.d/" and put the file there and
put *that* in my load-path---but maybe that's just a matter of
preference. . . .)
