What do you mean by "inside emacs of my Preferences.el"?

Yes, this file is loaded at startup. But if there's an error in it,  
loading may be cancelled - that is the case when a "required" package  
can't be found.
What does the *Messages* buffer say?

Can you execute the above code with C-x C-e or  your whole  
Preferences.el with M-x eval-buffer ?
