If you settle for changing the defaults by lisp (like I do) you can do it by creating a `default.el' or `site-start.el' in your site-lisp directory, and putting your elisp commands there. Check your `load-path' variable for the exact directory on your system (usually it is the 1st directory in `load-path'). See the node "The Init File, `~/.emacs'" in the Emacs info for more information.
