emacs font dims in console mode: why? how to avoid?

When I use emacs-21 in console mode, the characters 
appear in half intensity mode, presumably to be able to 
highlight text. 

How do I turn this feature off?  I'd like the "normal 
intensity" (hilight) mode default.
