On the chance that this will be helpful, here is a copy of the Intellectual Property Policy that Otago Polytechnic is using. I appreciate that your organisation is different to ours, but I send this on the chance of similarities between us.

In short, the Polytechnic respects the choices of the individuals within the organisation as well as various other stakeholders, as to their ownership and copy rights assigned over their IP. However, as an organisation Otago Polytechnic uses and encourages the use of CC BY as a statement of copyright. To this end, the organisation's default position is CC BY with provisions to restrict further if needed.

If there is a need, such as commercial sensitivity, cultural sensitivity, or 3rd party property rights to uphold, then these reasons should be explained and put forward to management before appropriate restrictions are put on the works (all rights reserved being the last resort).

It is early days for us yet, and we are slowly moving through the organisation aligning the various departments to this new policy (human resources, web team, library, marketing, academic departments...) and it is quite a shift for some. But at least the Policy is in place, giving us a green light to move whatever permissible content into the free content domains, while retaining others in restricted domains where needed, and building examples of the successful reuse of otherwise unused content.

Wikieducator is but one "free content domain" that we use.
