This is an excellent idea. A handbook or course on OER creation is a
very timely thing. I have a few things you may want to consider;

1) using http://edublogs.org/ as the hosting environment. It has a
more educational focus and is based on open source (wordpress). I
believe you may want to consider blogger is proprietary and not based
on open source. I believe OER projects should choose open software
first.
2) Why not approach Teemu and offer to co-author his course, which in
the end will become the handbook. I don't see duplication of effort
the best thing for EOR we need collaboration.

3) consider a related paper I wrote on this subject a couple of months
