By default, Debian runs apache as the "www-data" user.
Thus, what I do is make all zebra processes run as that same user, and
make emilda zebra database-related files owned by user www-data and
group www-data. That way, both zebra and apache can update these files.
As always with Linux/Unix, there are many ways to do what is needed.
