Well, that comes down to a combination of education, proper signage (to let people know they NEED to log out), and some easy form of the link to the logout page. In firefox, there is the bookmarks toolbar... if you have something similar in your kiosk browser, and you can display it so there is a link right there "logout", that might be enough...
