new server / new exproxy version - now not proxying from off campus

I switched our ezproxy setup to a new server (linux) and new version of
ezproxy as follows:
- installed latest version of EZP (3.4c)
- copied over ezproxy.usr and ezproxy.cfg from old server
The new server has the same hostname and IP address as the old one.  I
unplugged the old one and plugged in the new one.  

The new server proxied fine from on campus (my on campus test station's
IP is included, so can test proxying on campus).  But from off campus,
the proxying doesn't appear to occur.  Users get the database login
screens, as if they had not gone through ezproxy.

Any ideas?  Thanks a lot.
