Karen Stanley wants to distinguish between rating general proficiency in speaking English and the degree to which students have learned to talk about the things that are taught and practiced in a course. While provision may be made in your rubric for recognition of the latter (i.e., competent in relatively few areas, competent in some areas, competent in many areas, generally competnet across the board) most scales are designed to measure general proficiency since it is generally accepted that proficiency in a language usually reqires the ability to communicate across the board. And, no, we are not talking about specialized jargon like the language used in a hospital operating room, a factory production line, or the team huddle before the next kick-off.
