How many levels?

If the assessment is to measure language gained during the training
period then how does the rubric need to be divided? Let's say you are
teaching a subject that students should master after five years. If you
want to test them after one year of training then you could have five
levels to your rubric. Five years, five levels. Of course, if there were
ten levels for five years then you could measure more precisely and see
who is in the top of the class and who is in the bottom of the class.
Five years, ten levels.

If this is a subject that takes ten years to master and you have only
five levels then this will mean students will stay at one level for two
years before moving on to the next. These scores may not be very
encouraging to students.
