Wayne asked for different approaches to oral assessment of students. The simplist approach I know is to write out a rubric of, say, five levels, from beginner to intermediate, to lower advanced, to advanced, and to native speaker level. For each level fill in what your expectations are (i.e., often/seldom/practically never makes mistakes in grammar; pronunciation impedes communication/strong accent/little trace of an accent... A good dozen characteristics should be described level by level. Then, by yourself, with another teacher, or with the whole class, just check off which behavior applies. See where ther most check marks are clustered. That is your student's assessment.
