The other factor in favour of using IPA is I would also get my
students to write down the IPA symbol set for the English of their
choice, AND the IPA symbol set for Chinese.

Tsc, that is exactly it.  You are talking about students who know
English and are studying to improve it.  I am saying that you cannot
use IPA successfully with students who are just beginning to learn
English, you must teach them the sounds of English first.
