You seem to be correct, I have personal experience of a Chinese girl who came to the UK as an eight year old without any English what-so-ever. Three years on, her English is near perfect showing a strong local accent without trace of the home country. Alternatively, her brother, aged thirteen, became fluent in English but still retained, to some degree, his Chinese accent.
