Truespel is just a set of phonemes.  Dialects can be truespeld if the 
phonemes are applied.  But other languages/dialects need some more phoneme 
spellings.

that 95% of the phonemes I heard are from the same as the usa english 
phoneme set, but that set is increased from 40 to 50 phonemes to cover the 
other sounds.
