Truman was not making an official statement as President when he reportedly
made the comment. Behind closed doors heads of state give voice to their
personal frustrations in a way they are careful not to do in public. Truman's
comment may, in fact, have been made after he retired from office. I've not
had the time to check into that. Nor do I know who specifically he was talking
about--just someone who ran against him for political office.
