  What you wrote are not really sentences, because none of them expresses a
complete thought; they have no subject or fully functional verb.  They are
phrases that seem to specify objectives.  Here is a suggested revision:
   
  These are objectives I need to achieve:
  1.       To shorten response time to each user complaint.
2.       To shorten the length of time required to resolve the user's     
problem.
3.       To prevent recurrence of the same problem.
