I believe I had the same problem when I installed the snippetsEMU plugin on my windows box at work, and IIRC the way I got around it was that the vimball puts all of the filetype snippet files in ~/.vim/after/ftplugin, and I just moved them into ~/.vim/ftplugin; i.e. I was having problems with things being in the "after" directory.
